Elegant and Royal Terns - 6/24/2019 - Imperial Beach, Seacoast to river mouth
A little hard to tell size, but bigger birds lacking the black breeding head plumage are Royals (1 Royal in the back is still in breeding plumage), the smaller birds with black breeding plumage are the Elegants.
